TOURNAMENT REGISTRATION FORM

League & Tournament Rules (4v4 Rules are listed at the bottom)

FIFA Rules are in effect for all Leagues and Tournaments except where indicated below:

CREDENTIALS CHECK: At registration the following credentials will be checked:

a) All players must be registered, in the current year, with their respective State Association and appear on the official, state approved, USYSA Certified Roster.

b) Roster Size is a maximum of (12) players for small field and 18 for 11v11 play.

c) Each team must have in their possession a medical release form for each player participating in case of injury.

d) All teams outside of NEW YORK STATE WEST must provide a copy of an approved Application to Travel.

SUBSTITUTIONS: Substitution shall be allowed freely as long as it does not interfere with the play.

FIELD SIDE: Teams will not switch sides at halftime, unless agreed to by both coaches.

NUMBER OF PLAYERS: for small field:

a) U8 Coed: 4 field players plus goal keeper

b) U10; 6 field players plus goal keeper

c) U11-U14; 6 field players plus goal keeper

d) U15-Scholastic; 5 field players plus goal keeper

e)Men’s Open; 5 field players plus goal keeper

f) Women’s Open; 6 field players plus goal keeper

g)Coed Open; 6 field players plus goal keeper; 3 players on field MUST be female

FORFEITS: Forfeits will be a 3-0 score to an opponent of a team not appearing at the scheduled game time or a team leaving the field before the game conclusion.

LENGTH OF GAME: as per tournament description. League play is two 25 minute halves. Guaranteed 3 games.

BALL OUT OF PLAY:

a)Hitting the ceiling-play resumed by indirect free kick where ball went out of play.

b)Over the touch line-play resumed by indirect throw in where it went out of play.

c)Over the end line-play resumed by a goal kick or corner kick.

GOAL KEEPER RULES:

a)The goal keeper must put the ball in play within (6) seconds.

b)No PUNTS – Ball must be drop kicked.

c)Players must leave goal area when keeper gains possession of ball, Players may not impede keeper’s distribution of the ball.

d)Shadowing of the keeper is not allowed.

TOURNAMENT STANDINGS: The order of finish will be determined by W/L record. If two teams have an W/L record, the order of finish will be decided as follows:

3 points for a W, 1 point for a T, 0 point for L 1 point for a shutout.

a)Results of head-to-head competition; in the event of a three-way tie, this tiebreaker will be omitted.

b)Total goal difference (maximum 3 goals per game).

c)Goals Scored (For).

d)Goals Against.

e)FIFA penalty kick

f)Awards will be given to the 1st place winner determined by the CHAMPIONSHIP game or as stated above.

FOULS: all fouls will be called according to the rules of FIFA with the following exceptions:

a)No slide tackles-this may be a cardable offense.

b)No offsides.

c)Opponents may not be within (10) feet of any free kick.

d)Kickoffs are direct kicks and may be played backwards.

e)Goal kicks are indirect.

f)Any player ejected from a game may not be substituted for and the ejected player must sit out the next scheduled game.

PLAYOFF GAME FORMAT: For CHAMPIONSHIP playoff games only – should the game end in a tie, there will be (1) – Full 5 minute victory overtime period played to determine the winner. If the game is still tied, Next play sudden death 5 min removing a player each min. Then penalty kicks shall be taken in accordance with FIFA rules to determine the winner.

PROTESTS: No protests will be allowed. GBSC reserves the right to decide on all matters pertaining to the tournament and the tournament rules.

TEAM BENCH: The team benches for all fields are on the far side of the dome (as entering from the revolving door).

RULES 4v4 SOCCER:

PLAYER REGISTRATION: All players must be listed on their team’s roster form. Any team or player determined by the 4v4 directors to have falsified age or skill level will be dismissed from the tournament with no refund.

ROSTERS: No changes or substitutions to rosters after the start of a team’s first game. All rosters are final at the start of the tournament’s first game.

NUMBER OF PLAYERS: Eight is the maximum number of players on a team; four players at one time including keeper. Coed teams will have 2 female players on the field. Players may only play on one team per division. Substitutes may occur at any dead ball situation, but players must get referees attention to enter and exit.

GAME TIME: The format shall consist of 25 minutes games, with a four game guarantee. Games tied after regulation play shall end in a tie. A team, at the discretion of the referee and the 4v4 director will be forfeited at game time if they are not present. There are no time outs in 4v4 soccer.

NO OFFSIDES and NO SLIDE TACKLING IN 4V4 INDOOR SOCCER

TEN FOOT RULE: In all dead ball situations, defending players must stand at least ten feet away from the ball.

KICK –INS: The ball shall be kicked into play from the sideline instead of throw in.

INDIRECT KICKS: All dead ball kicks (kick-ins, free kicks, kick-offs) are indirect with exception of corner and penalty kicks.

GOAL KICKS: May be taken from any point on the endline.

KICK OFF: May be taken in any direction.

PENALTY KICKS: Shall be awarded, if in the referee’s opinion, a scoring opportunity was nullified by the infraction. It is a direct kick taken from the middle of the half-field line with all players behind the half-field line. If a goal is not scored, the defense obtains possession with a goal kick. Penalty kicks are not live balls.

PLAYER EJECTION (RED CARD): Referees have the right to eject a player from the game for continual disobedience or as a result of an incident that warrants sending the player off. The team may then continue with their remaining players, however if the player receiving the red card was in the field of play, the team must complete the game with only three players on the field. The 4v4 director will decide the number of games in the suspension.

PROTESTS: There will be no protests.

SPORTSMANSHIP: Players, coaches and spectators are expected to act in the nature of good sportsmanship at all times. Abuse of the referees will not be tolerated. Any instance of such conduct will disqualify the responsible team from the game. The 4v4 director will decide the number of games in the suspension.

SITUATIONS OR OCCURRENCES THAT THESE RULES DO NOT ADDRESS SHALL BE LEFT TO THE SOLE DISCRETION OF THE 4V4 DIRECTORS.

REGISTRATION DETAILS

GAMES: All teams shall be guaranteed minimum of 3 games.

EQUIPMENT: All teams are required to have their players properly equipped.

All players must be registered, in the current year, with their respective State Association and appear on the official, state approved, USYSA Certified Roster.

Roster Size is a maximum of:

a)10 players for U8 Coed(5 v5).

b)12 players for U9-U10(7 v 7).

c)15 players for U11 -U18(9 v 9).

Directors / Coaches that are found to have falsified age, or playing players not in good standing with their governing body (i.e. New York State West Youth Soccer Assoc. ,etc) will be immediately dismissed from the tournament with no refund.

Each team must have in their possession a medical release form for each player participating in case of injury.

Alternatively, GBSA waivers are acceptable, and are available from the Greater Binghamton Sports Complex web page.

U8: 4 field players plus goal keeper (#3 Ball).

U9 – U10: 6 field players plus goal keeper (#4 Ball).

U11-U18: 8 field players plus goal keeper (#4 Ball for U11/U12; #5 Ball all others).

All rosters are final at start of 1st game; no roster substitutions.

A player may roster on multiple teams.

All games shall start on time. In the event that your team is late for a game it will results in a forfeit.

All players must have adequate shin guards.

All goalies must have gloves.

Turf or plastic cleat soccer shoes are acceptable and NO METAL CLEATED SHOES.

Absolutely no metal jewelry on any players.

Players that are not conforming to these requirements will not be allowed to play.

GAME PLAY

FIFA Rules are in effect for all Leagues and Tournaments except where indicated below:

JERSEY COLORS: In the event that jersey (uniforms) are not distinguishable between teams, the HOME team is required to change to their alternate color.

FORFEITS: Forfeits will be a 3-0 score to an opponent of a team not appearing at the scheduled game time or a team leaving the field before the game conclusion.

LENGTH OF GAME: as per tournament description.

OFFSIDES are at the discretion of the Referee ONLY if they are real OBVIOUS to the referee.

Kicks from the penalty mark.

Procedure:

The referee chooses the goal at which the kicks will be taken.

The referee tosses a coin and the team whose captain wins the toss.

The referee on the field has ultimate authority and can demand this uniform (jersey) change.

Playdown games shall be one 30 minute game. No overtime.

Playdown games will use a running clock with no stoppages.

Final games shall be one 30 minute game.

If still tied, a full 5 minute overtime period will be played.

If still tied, penalty kicks will take place decides whether to take the first or the second kick.

The referee keeps a record of the kicks being taken.

Subject to the conditions explained below, both teams take five kicks.

The kicks are taken alternately by the teams.

If, before both teams have taken five kicks, one has scored more goals than the other could score, even if it were to complete its five kicks, no more kicks are taken.

If, after both teams have taken five kicks, both have scored the same.

number of goals, or have not scored any goals, kicks continue to be taken in the same order until one team has scored a goal more than the other from the same number of kicks.

A goalkeeper who is injured while kicks are being taken from the penalty mark and is unable to continue as goalkeeper may be replaced by a named substitute provided his team has not used the maximum number.

With the exception of the foregoing case, only players who are on the field of play at the end of the match, which includes extra time where appropriate, are eligible to take kicks from the penalty mark.

Each kick is taken by a different player and all eligible players must take a kick before any player can take a second kick.

Only the eligible players and match officials are permitted to remain on the field of play when kicks from the penalty mark are being taken.

All players, except the player taking the kick and the two goalkeepers,
must remain within the centre circle.

The goalkeeper who is the team-mate of the kicker must remain on the field of play, outside the penalty area in which the kicks are being taken,on the goal line where it meets the penalty area boundary line Unless otherwise stated, the relevant Laws of the Game and International F.A. Board Decisions apply when kicks from the penalty mark are being taken

During playdown period teams shall be ranked by points earned.

5 points for a Win, 3 points for a Tie, 0 points for a loss.

Bonus points of 1 point for a shutout shall be awarded.

Bonus points for goals up to 3 shall be awarded.

Example: Score of 2 – 0 results in winning team getting 8 points where 5 points for win; 2 points for goals; 1 point for shutout.

If two teams have same point score the tie shall be broken as follows (in order):

a) Results of head-to-head competition; in the event of a three-way tie, this tiebreaker will be omitted.Most Wins.

b) Total goal difference (maximum 3 goals per game).

c) Goals Scored (For – No Maximum).

Golden Goal overtime format (2 v 2) until a winning goal is scored.Substitutions shall be allowed.

a) 1 point for Red Carded player.

b) 1 point for unruly Parent / Coach that results in an ejection from Dome.
